Salary Range: $104,235 - $138,288/year – plus State of Connecticut benefits. New employees begin at the minimum. The starting salary for existing state employees may be higher than the minimum, in accordance with existing Judicial Branch policy.

Associate Program Manager

Seeking an Associate Program Manager for the Court Support Services Division, Juvenile Residential Services Unit (JRS).

Candidates should have an understanding of Medicaid billing and QA requirements and be able to provide guidance around best practices for health care (physical health and mental health). This role will serve as the DSS/Medicaid liaison for JRS internally and with external stakeholders.

The preferred candidate will have credentials in a mental health field.

DIVISION: Office of the Chief Court Administrator

CLASS DEFINITION: This class is accountable for assisting in the management of the staff and the operations of a unit in the Administrative Services Division or comparable units in other Branch Divisions.

GUIDELINES FOR CLASS USE: This class is reserved for individuals who exceed the duties and responsibilities of the professional classes primarily administrative units throughout the Branch. This class is not part of the regular progression for professional classes in these units. It is limited to those professionals who perform complex work in their assigned areas and have been assigned additional responsibilities over professional staff to assist Program Managers with unit management. Additional responsibilities include delegating assignments, reviewing work, conducting training, coaching, assistance, and guidance for unit staff, and working as a liaison with other units. The focus of the Associate Program Manager classification is on lead work in multiple specialty areas in the unit. The use of this class is exception based. Incumbents are subject matter experts and accountable for work that clearly exceeds the norm and includes a concentration of highly advanced functions.

SUPERVISION RECEIVED: Works under the limited supervision of a Program Manager or an employee of higher grade.

SUPERVISION EXERCISED: Supervises professional and lower level employees as assigned.

Examples Of Duties

  • Performs highly complex, professional activities as a lead over professional staff in multiple specialty areas;
  • Assists with overseeing unit workflow and determining priorities;
  • Assists with scheduling, assigning, overseeing, and reviewing work of staff;
  • Acts as project team leader on complex projects;
  • Establishes and maintains unit procedures and ensures work complies with applicable state and federal laws, regulations and policies;
  • Conducts performance evaluations for assigned staff;
  • Acts as liaison with operating units, agencies, and outside officials regarding unit policies and procedures;
  • Supervises staff engaged in the unit’s most complex activities;
  • Makes recommendations on policies and procedures in assigned areas;
  • Analyzes and resolves complex situations and issues;
  • Provides technical and consultative assistance to management on complex issues;
  • Participates in the development of new unit strategies to meet changing conditions;
  • Represents the Branch at complex meetings and hearings;
  • Develops and designs specialized training programs and evaluates effectiveness;
  • Prepares or supervises the preparation of reports, manuals, and correspondence;
  • Ensures that all written records are properly maintained and updated;
  • Acts for higher level unit staff during absences;
  • Performs related duties as required

Minimum Qualifications Required

KNOWLEDGE, SKILL AND ABILITY:Considerable knowledge of the assigned unit’s activities and specialized functions; considerable knowledge of and ability to apply relevant state and federal statutes, regulations, and policies; ability to apply management principles and techniques; advanced knowledge of program procedures and operations in the assigned areas; considerable interpersonal skills; considerable oral and written communication skills; considerable negotiation and conflict resolution skills; considerable analytical, organizational, problem solving, and computer competencies. Ability to evaluate, recommend, and coordinate policy development activities.

Experience And Training

General Experience: Eight years of professional experience in a broad range of professional unit functions.

Substitutions Allowed

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor’s degree.
  • A Master’s degree in a related field or a law degree may be substituted for one (1) additional year of the General Experience.

SPECIAL REQUIREMENT: Incumbents may be required to travel in the course of their daily work.
